Armia pasalańskich bojowników opanowuje nieczynną elektrownię w Czarnobylu, 
wysuwając jednocześnie polityczne żądania. W razie niespełnienia ich roszczeń, 
grożą wysadzeniem reaktora i uwolnieniem do atmosfery radioaktywnej chmury. 
Dla wzmocnienia argumentacji porywają dodatkowo dzieci rosyjskiego premiera. 
Szybko się okazuje, że dzięki zdradzieckiemu naukowcowi (Kerry Shale), 
buntownicy dysponują zaawansowaną technologią wojskową, w postaci
 udoskonalonego Uniwersalnego Żołnierza (Andrei Arlovski). W celu odbicia 
zakładników i unieszkodliwienia terrorystów wysłana zostaje jednostka amerykańskich 
komandosów, w skład której wchodzi również czterech Uniwersalnych Żołnierzy 
pierwszej generacji. Kiedy sprawy przybiorą zły obrót i grupa zostaje rozbita, 
jedynym wyjściem okaże się reaktywacja najlepszego Uniwersalnego Żołnierza - 
Luca Deveraux (Jean-Claude Van Damme), który w Szwajcarii przechodzi terapię, 
mającą na celu przywrócenie go do społeczeństwa.
